The purpose of the Statewide Family Network Program (SWFN) is to
enhance State capacity and infrastructure to be more oriented to
the needs of children and adolescents with serious emotional
disturbances and their families.

The UACF approach is founded upon three main building blocks
toward a more effective service delivery system that is family
driven and youth guided:
Each goal evolves from those three blocks, with the full
potential to affect the mental health landscape in California
through enhanced network capacity, a strong family and youth
voice, and a system that is responsive to the needs of families
and their children and youth with serious emotional disturbance.
